Simple Mac OS X Application - Timer

I just need a very simple Mac OS X Application to be written as below :

* A borderless rectangle 120 x 16 that is ALWAYS ON TOP (of other apps)- positioned at 10 top, 10 left.

* Font to be used Arial/Helvetica 12 pts

* Starts by asking for a choice of 5mins, 10 mins or 15 mins (centred 800x600 window)

* Timer starts - Display / Text - Example "Time left : 5 min(s)"

* Once the time runs out, it opens a centred 800x600 window and displays message "times up" and a button to quit or restart timer which returns to choices again
