Create a Command Button in IE

I'd like to add an IE command button (5.5+) I want that the user will come to a page such as [login to view URL] He will click on an HTML button there "Add Button" and an ActiveX AND .exe will add the command Button to his browser Along with the command button a correspondong menu item will be created. Name it as "Hilight It!" Icon is at [login to view URL] and action for button is javascript:location.href='[login to view URL]'+%[login to view URL]; the button shud be immedaitely visible :)
