The project should be something like a "proof of concept" about the CGI/HTTP proxy method to scrape the Dell site, and maybe you should also state that you need some test program to know if it's worth it to develop a more complex project based on that solution. The program should show you the speed (in updates per second) it is gettin from the Dell site, by using a supplied list of proxies.
