windows inventory database management program

I am looking to develop a windows based program that will maintain a record set (database) of about 10 related tables. This will need to be a professional looking windows program that can be run independently on any computer running a windows operating system. It should not require any additional plug-in. It will be suitable for a single computer or a small network. The system will also be required to communicate with external data sources (probably xml) for form filling. It also needs to be able to output user defined data sets to user defined locations (FTP, print, other databases). It will be able to include images with automatic resizing, At least 1 of the tables will be dedicated to accounting. It will also contain a diary section for appointment management. The possible inclusion of a built in email system would be an advantage. The successful programmer will also be capable of building server side scripts to process information passed from multiple installations of the program. I am open to suggestions as to best language etc. and will provide more information on request. At project conclusion all development files including un-compiled programs will be turned over to me. As well as the build of the program, I would like to maintain a relationship with the programmer for updates and any required support.
