A small group of agents to run on different locations

I am looking some small programmes that are going to work on different location to check if given IP Addresses, or web addresses are online or offline. They will have a pool in between them, going to get all information from one location, check every given articles, if there is one is not working, they will notify the master app, and master app will trigger necessary things to give notifications.
