Hi there, I'm Matt Sergei (do call me Matt) and can develop your desktop app - yet with javascript (Electron - Node.js based GUI development framework) or Python (Kivy - GUI development framework as well). With Electron the development is faster, with Kivy slower. Nice major feature of Electron is embedded Chromium engine (basically a Chrome web browser view) so web pages can be displayed/used, shown or hidden from the user or be a major app front-end. I have only smaller application for both in the past yet can implement advanced applications. And as you have found out - Delphi and Visual C++ apps are a past for me.
