Write Simple Rest Service, with authentication

I want someone to show me how to create a simple REST service with some authentication.
The freelancer MUST create this as part of a Visual studio online project. the freelancer must have a live id so that he can be added and get permissions on my visual studio project.
More technically I want to following.
A Service exposing a rest endpoint. The service can be very simple. For example the service is called with a string parameter and returns in JSON the same string.
The client that calls that service, with the correct authentication credentials.
The freelancer must demonstrate how this works programmatically on Visual studio. It can deliver a test where the client request fails because of authentication failure and one that succeeds after successful authentication.
The freelancer must also how me how a request from a browser can be authenticated.
