Create an auto dial system to call work employees in order.

I don't know how hard this would be to create, or if it would need to be incorporate with an already built third party script. What I need is an auto dialer that would call a list of employees starting at the employee of my choice and move down the list. If they don't answer it would leave a message, ie "This is your work calling." If they do answer it would say something like, "Can you speak to us right now? 1 for yes, 2 for no, or hang up." If 1 is selected, it would connect to me, or whoever is running the system. If it is "no" or no one answers, it moves to the next call. And goes until the system is stopped by operator.

I'm trying to find out if this is something that can easily be created and what needs to be done and what the costs would be. Looking for a rough estimate of cost before I decide if we are going to do it or not. Or if you have any other suggestions of how this could get done.
