Fix CSS Menu Issu

We have one CSS menu developed for our internal portal from one of the developer we hired on freelancer; we are observing an issue that upon resizing and on different resolution images in the menu are going all over the place.
We will need solution to fix this issue where menu should behave normally across all browsers, on all resolution and on resizing the menu.
