Creating XLS Padlock file

I have an excel file ready to get converted to an XLS Padlock file.
I bought Padlock but I'm struggling to create the .exe.
The excel consist of 5 sheets with references going back and for to the different sheets and has VBA code in there.
The goal is to create a version with activation keys so that only one people that have a key can work with the file.
The formulas and VBA code should be protected.
To work with the file people can only put data into the first sheet.
They should be able to create a save of the file (could be as an xlsx) but without the formulas+VBA being accessible.
