85055 Small change to Flash Header

I had a flash header designed, but it is to big. The designer now wants $25 to resize it for me - which I think is about a 10 min job if you know flash. Its current measurements are 702 x 255. I have attached 3 files. The [url removed, login to view] one is how is should look. The new dimensions will be 702x160. The flash file is 500KB - if possible, can it be shrunk to about 200KB without affecting the quality? If anybody can help it will be appreciated.
