Flash Video Capture Widget

We need someone to build us a video capture widget in flash that will allow a PC user to use his or her webcam (or similar) to record a short video, preview it, add some data fields and then send it to our server API. We already have iOS and Android / mobile options covered so this project will be ONLY FOR PC USERS RUNNING WINDOWS OR SIMILAR. Widget will find the users webcam, prompt recording, record, preview and send. If you look at the MAILVU (.com) website they have a similar video capture widget and although ours will used for a completely different purpose, it's still a very good example of what we're looking for. As this is simple but somewhat uncommon requirement, we do not require that you have built something similar before, but that you have either very good experience in flash development or video capture and can point to projects that will give us the confidence that you know what you're doing. PLEASE DO NOT BID IF YOU CANNOT POINT TO RELEVANT PAST PROJECTS THAT PROVE YOUR COMPETENCIES IN RELATION TO OUR REQUIREMENTS.
