Nautical Maps Creation

I need to create a nautical chart for my country (Greece) from scratch. I have all bathymetry data we need to use for creating such maps. I have been testing by creating bathymetry maps by my own and I am convinced that this can be easily be created using different elevation layers. My files are srtm files from the whole globe with all depths . At first I need to create a chart for my country and later for the whole world. The rest of the information a nautical chart needs to show, like navigational information with active label placement which we can be borrowed from official nautical maps. These data will be used to be implemented in an application for further use by the users. I can not evaluate such a job effort because I do not know how many hours would be need it. So the price is not what I am willing to pay to make this happen. On the other hand, if the price would be too high I will create and use the bathymetry maps I am creating on my own.
