Expert Abode Illustrator operator/ Graphic Design

I need someone to take the low res image attached and REPLICATE IT EXACTLY into a high resolution image. REFER PDF ATTACHED FOR INSTRUCTIONS. This will need to be done using Adobe Illustrator, you will need to trace the image to reproduce it. I need a serious Illustrator operator - not someone who is just going to enlarge the existing low res image. Final artwork size must be 75 x 150cm - this must be high resolution, print quality at 600 DPI to be suitable for sublimation printing, Final output will be delivered in an .TIFF I am looking to do alot of these so looking to partner with someone who is a serious Illustrator/Designer. PAYMENT TERMS: Payment will only be made if the output file is photo print quality of 600 DPI at 75 x 150cm Payment will only be made if you turn it into a vector where you actually recreate it in Illustrator as opposed to not letting Illustrator vectorise it yourself Payment will only be made if hand draw it Payment will only be made if the output can be printed on a large scale Payment will only be made if the design is of high quality Payment will only be made IN FULL once the final output is received and signed off by my printer. I will not be releasing any milestones for half completion of work - I have done that with a previous Freelancer and he never achieved high resolution - so I was left with nothing.
