Brochure in Control Panel

There is a Brochure that needs to be repeated all the time with different pictures and text but basic design/layout stays the same. This brochure needs to be able to export in web, print, jpg and pdf. I'm looking to get a control panel on or offline built to repeat this process. Please let me know what this is called and what you could do for me. The control panel is for someone that is not familiar with software like publisher or adobe, I'm looking for much for simple way.
