Build a jobsearch website

I am looking for someone who can build a job searching website, similar to the one linked below. The website should give companies and employers the option of posting available job positions incl. description, requirements and etc as well as an option to apply for the position directly from the website. It should also have the option for people who are looking for jobs to search for positions within specific categories of fields, level of education, location, interests, and salary. There should also be the option for people to upload their CVs into the database and to add a form of "hashtag" system where they can tag "marketing", "masters degree", "bilingual", and so on, so that companies can easily find CVs that match up to their requirements [login to view URL]
