Installing a web crawler on a new website

Dear Developer,
I would like to start a internet search engine website like google, but more on a national or local basis.
I found some web crawlers and would like some advise on which one to take.
I also would like advise on which server to buy, Linux or Windows, or whether to continue on a dedicated Linux server which is hosted and allows 30-60GB space.
You would need to install the software on the website, tweak its settings and see that the search results are relevant. I have access to WHM if any server scripts need to be installed.
The web crawlers I think would be most suitable are:

You don't need to do web design for now. Also, we own the domain which is hosted already.
