Interactive Android Kiosk website

I am interested in a website similar to this one: [login to view URL] I want the time and weather in the top corner I want the CNN RSS feed across the bottom I want to be able to modify the area where the address is. I want to be able to insert my background I want the date where it is I want where the names are scrolling to display "DIRECTORY" at the top of that area In the middle of that same area I want "Start typing the name" displayed When the user starts typing, I want the name(s) to start being displayed for each additional character that matches, i.e, If the user is looking for a SMITH, as they type S, all names with S will display, as they type M, then all names that begin with SM will be displayed, and so on, until they stop typing. There has to be a place WELL DOCUMENTED in the code to enter all the names and room numbers of everyone in directory. This software will be run on a Android Box, with a keyboard, and a LED TV as display. I need it to be able to run in the browser of the box or in Chrome.
