Make our Static Image into a Video

Hello,
We have a static image and what we are looking to do is make some basic effect in the background, and then create a video for about 30-45 minutes. every 2 minute interval we want a message to come on screen for 30 seconds and then go back to the static image.
We have 3 images to do.
I would like to discuss the project with the candidate before going ahead, and work must be of good quality.
