b/ Employers
c/ Job Seekers
a/ ADMIN will have a panel, where he can have access to content of the pages, manage images, manage Employers, manage jobs etc...
b/ EMPLOYERS can register to the site and post job vacancies. They can delete their jobs. They can update their profile.. They can update their membership or subscription and upload payment information.

c/ JOB SEEKERS can register to the site based on their profession. Add their resume. Apply for jobs. Edit profile. Profile should have ability to upload registration and ID documents which would be visible to admin and employers would only be able to see that the documents have been uploaded (they wouldn't be able to view directly).
Should be able to add extra qualifications to their profile and preferred areas of work.
Job seekers will be classified according to profession so employers looking for doctors will have option to search for doctors, or nurses etc
Should have option for invoice generation upon completion of a short term contract based on hourly rate and hours completed (this info will be set at the start of each contract)
6/ Decide on
a/ Features that you need for admin
b/ Payment processing can be on a single contract basis or monthly (selectable by admin not employer)
c/ If any features for Employer needed
d/ If any features for Job seekers like online resume editing, subscribe to a particular type of job needed
7/ There will be a page for the TESTIMONIAL
9/ There will be an area for the EMPLOYER for the advertising permanent jobs and be charged upon successful recruitment. This amount would be fixed upon advertising the job and payment details entered at that time but only charged upon recruitment
