Fix drop-down menus to work on mobile browsers

Our web site has drop-down menus at the top that normally drop down when hovering over them. However on mobile (touch-screen) devices like phones and iPads, that doesn't work of course. I was able to get it to open on touch, but it closes back up again immediately. I need it fixed so that it will open on touch, stay open and allow touching a menu item to select it on mobile devices (but still work the same on normal PC's). If a different top menu item is clicked, or some other area of the page clicked, it should close up the menu. This must be a minimal bug-fix, not a rewrite or using a completely different method.
