Create/Build an Online Directory

I'm looking for someone who can build me an online directory. There will be a number of categories on the directory, probably around ten or so, all relating to social care. Categories will include pretty much every category of business relating to such, including care agencies, care provision, training organisations, independent consultants, regulatory bodies etc. I will have all the content in excel, but structuring it is something I have no idea about.
I'll be doing 3 different levels of membership as well as banner adds, with a facility to purchase membership and additional documents online. The idea is solid, but my techy ability isn't.
Any other additional aspects you can provide will help. I'll hope to have a long standing professional relationship with who I work with as the site will need on-going changes and additions as it progresses.
