Garment Tech pack needed for Dress Shirt and Suit

I need a garment tech pack for a basic dress shirt and a custom suit. I will provide a sketch with basic garment dimensions and I will need you to turn into a full tech pack. The tech pack needs to include:

1. Adobe illustrator drawing with-

-stitching specs for sewing with stitching gauge, stitches per inch, stitch type

-illlustrate sewing construction for the sewing contractor, for example- draw a welt pocket with a zipper

-paneling

-liners

-trims, fasteners, zippers

-note all materials needed - Bill of Materials

-wash, and colorway

2. Point of Measure spreadsheet with-

-before wash measurements - I would provide the basic dimensions

-after wash measurements - I would provide the shrinkage %

-reference drawing

Ideally I would like to work with someone who has a strong understanding of fashion design and apparel construction, so that they understand how a garment is assembled from scratch.

Attached is an example of an illustrator sketch I would provide that would need to be turned into a technical spec drawing and measurement.

I will need to see an example tech pack.

I am a designer, and it takes me about 1-3 hours to make a tech pack, and I am not very fast. So I am looking for someone that can work at least as quickly as that, accounting for the extra time it takes to communicate with me or my other designers to clarify design questions about the garment.

The target bid price is about $15-$50 per garment, depending on the complexity of the tech pack.
