English-Speaking Virtual Assistant from Philippines Needed

I am looking for a professional, internet-savvy virtual assistant from The Philippines to work part-time on an hourly basis on a variety of projects and tasks.
The role requires 20 hours of work per week (4 hours a day 5 days/week, for a total of 80 hours per month), with the goal of increasing this for the right candidate.
Ongoing duties include:
• Providing customer service and answering emails
• Market research via the internet
• Simple web design and maintenance
• Search Engine Optimization including manual directory submission, link building and social bookmarking
• Project management (including finding and hiring candidates for various projects on sites like this one)
• Other related tasks
The right person...:
• Is very competent at doing research and writing for the internet
• Speaks and writes FLUENT American English – this is very important.
• Is able to devote 4 hours every weekday.
• Is detail-oriented, organized, creative, resourceful, reliable and takes pride in doing prompt, quality work.
Please disregard the project budget as the rate of pay I am looking for is $1.00 to $1.10 per hour.
NOTE: Please bid for the amount you would charge as a lump sum for two weeks (40 hours) of work.
