SEO High Quality Link Building

Hi, I want strengthen 4 webpages in my website. I need a SEO expert to build high quality inbound links to these pages. I do not want hundreds or thousandths of low quality links. I want limited numbers with high quality. Only white hat method must be used. The contractor must make commitment to propose the links and after my approval to create them. Do not submit quotation if you do not want follow my scope of work. My site is about technical and industrial inspection. Following policy must be followed: Forum profile links are not allowed Web 2.0 contents that are fresh and have no inbound links to them are not allowed for inbound link to my site. Bookmarking is not allowed Article links will be accepted to be submitted to high PR article site. With only 1 link to my webpage. Each above webpage can has only one article link not more. Articles are not allowed in spin format. Article distribution is not allowed. Press release link in high PR site must be used. But distribution is not allowed. Directories link must be limited and only in high PR directories. Company directories that accept to add website (yellow pages, etc.) also must be used. Video description links also must be used (except youtube and viemo , these already have been used). The video will be delivered to you. Forum post or comments are accepted only in related forums. Blog comment posts are accepted only from high PR blogs. If it is possible you may use podcast description links. Voice file will be delivered. (only high PR) All links must be do-follow. Wiki links if used must be in high ranking. Links from fresh wiki page will not accept. Links from network blogs (too many blogs with links to each other) are not allowed. The contractor will be the person that gives me the best technical proposal. General proposal that used for all quotations will not be accepted for review.
