GPS Tracker Data Listening & Response in Java

I need Java app which can listen & read the data over tcp/ip on a specific port on the server & put the data accordingly into our database.
The major part is to read data coming on the port & respond to the device at the same time in case our platform needs to send any command back to the device.
We have already implemented this in VB6. Only response is not working. If you are good at VB6 you can also opt to modify our existing project.
