Create Dynamic Banner Generation web tool

I will like a dynamic banner generation tool created for my web users. Users will be able to customize my company's existing banner to fit the user's website. The areas of customization includes the size and color of the banner, text size, and banner link parameter (user will specify their user id which will be included as a parameter to the link). The implementation shall be fully client based and not server based. The text content shall not change
