I did this professionally for a while. It was a military thing - ships would travel over areas and we'd map the area but we may have a map we had to compress to load faster or shrink to scale properly. I think C is ideal for this as it's kind of a math thing. But I'll need you to create a milestone when you award... You don't have to pay anything until it's all tested. And I'm a native English speaker who's written a lot of things, so we can work that out later but I'm happy to do that too.
