Use an Async vb.net webservice with a javascript call

I have a simple web page at [login to view URL] that uses the web service attached and a javascript function attach. I need to call an NIH API at [login to view URL]!/Projects/Fetch_Projects_by_Project_Number_s and need to use [login to view URL] . I need some working code. What I have is 80% there but I can't call the webservice from the javascript function. I need someone to take a look at it and fix some of the code. Please look at the files before you bid.
