Everyone is familiarized of the game TIC TAC TOE. Personalized TIC TAC TOE is needed as per our requirement. The description is as follows. Instead of cross and circles, photographs of the players is needed. At the very beginning players will be asked to upload their photos. After that, on the next screen 2 tabs will be displaying the uploaded photographs of the players. Then, the willing player to go first will click on the tab to be the first player to play the game. Then the game will run on its own conventional way.

I will say your requirements as i understand : you want the game in the beginning to upload to photos and after that askes you to choose who will play first and after that the tic tac toe game starts as the original game but instead of X and O you want the photo of the player .
