Write a Simple Android Dictionary application

I want to develop an Android English-Chinese, Chinese-English Dictionary app. I will provide the data for the app. Data has more than 70,000 entries and it is in an excel file (Please view attached sample file). App will have a simple interface where user can search by typing in English or Typing in Chinese. There should also be voice playback of translated words and chinese character's pinyin should also be shown in translation. For e.g If I search for water in the app, I should get chinese word for water in result 水 along with its pinyin Shuǐ. The pinyin is not included in the database so app should be able to convert chinese characters into pinyin. There should be a favourite word option where you can favourite a word and can later check those words in list of favourites. In addition to these the dictionary data should be available offline. Please provide least possible quotation along with expected completion time.
