Firstly, I've got a quick web interface mockup of the template you want for evaluation, it is available here: [login to view URL] . It will support direct copy & pastes from rows 6-32 of the example spreadsheet, and probably anything else in that format.
I believe your request to be quite easily fulfilled by my technical expertise. I have been producing database dumps through perl and its addons for 3 years now in support of CEiS and partner organisations here in Scotland. I'm especially familiar with several of the Win32::* export methods, in addition to the Template Toolkit and derivatives.
I sincerely doubt that any of the (single) sheets you're providing will need more than an hour's work apiece.
I have two questions at this stage in the process:
1. As you evidently have someone working on the database and application logic, is there a specific code style that you/they will require?
2. Is the data export function making use of DBI, DBIx, or some other? I'm familiar with both and some extra hoops can be involved which I may be able to offset and reduce time drawn from the application developer in the integration stage.
