Need assistance in creating a template in Photoshop.

The template is for user's badge distributions.
The Template will have a layout design which the user will be able to input/load the desired graphic [front and back] *this can become two different templates if needed but would prefer not to*.
The graphic will then be added to the actual template/layout which will be able to parcel the image so that it will print out the badges on a single piece of paper as 2 rows, 4 badges per row. which will be able to match front with back.
Looking to make it simplistic for a user to easily drag and drop one image to the project in Photoshop and then the designed layouts will transfer the new image in split it into 8 for printing.
