Bad photos quality to good quality

I have taken some pictures in a dark place therefore they turned out to be really blurry and of bad quality. I need someone who is an expert and who can enhance the quality of the pics. It is quite a hard job as hardly anyone has managed to get it done how I want it so far. I would really appreciate your help. Thank you.
