Simple Account Information System with Excel File Upload

I need a script built that will have the following features: admin area: •Create Users - (Name, Email, Phone, Password, Address, Notes, Account Info, etc) •Edit and Remove Users - (Edit the above information) •Comments Area - Read comments/questions written by users. When creating or editing a user, the main thing is that we need to be able to take an Excel file that is populated with account information, and that file will need to be uploaded to the users account and stored in the database. After uploading the file, when editing we need to be able to edit the details via the web as well as just be able to upload a new file and either merge it with the existing data or just drop the existing data and replace it. Users Area: •Secure Login •Account Information - (same details as above including an HTML display of all info that was in the excel file) •Edit Account - (Submit changes to their information like email address, phone numbers, etc, will require admin approval) •Comments: Submit questions or comments to the admins for review. Upon submission an email should be dispatched to the admins to let them know, and a copy also emailed to the user to inform them that the request was received. The system will need to be skinnable to perfectly match the existing website. I do have a script that does allow for most of this functionality already, but the main thing it is missing is the ability to upload and view the data from excel [login to view URL] can either modify the existing script, or give me a bid to just create the whole system from scratch.
