15321 Errors on Website Quick Fix

Problems on site. 1, Banners The ways banners suppose to work on the site is that when a visitor visists the site he sees, all banners randomly by default, currently some times when you visit the site the banners that show up is the same banner it is stuck on one banner all over the site. When someone selects a State for news on the site or does a search, based on the search that is selected the banners that correspond to that state is suppose to show up. 2, Alert for Price. When someone enters a price or amount if it is entered in a different format such as text it should alert them to enter numeric characters. This are the 2 issues that needs to be fixed. Thank You
