SQL Command Help

I've got a test coming up that I'm not prepared for and was hoping someone could send me some tutorials. The problem I have is SQL database management. Let's say I have an SQL server, and I need to create a database on that server, and create a new useraccount to access that database as the owner. That's my biggest hang up, but additional tutrials would be nice. I need this code in ASP or ASP.NET, either one is acceptable.

The database name and the username will be the same. My test is in 2 weeks, so I'll probably accept the first bid.
