Drupal template creation / modification

We have a website and we want someone to create a drupal - ZEN template variant to our liking to use:

What we want should be fairly easy to do with Zen:

1) A graphic header area runs span of page

2) a menu bar area runs span of page

3) a left column area, maybe 15-20% of page width.

4) a center content area that sometimes fills the whole page (if said page doesn't have a left or right column)

5) option for a right column area, maybe 15-20% of page when used on pages

6) a footer area that runs the span and width of the page.

We will give the website we want duplicated to the winner of this project. Speed in turning this around will help win the project - ie. can start work right now - expect 1 days to complete or whatever.
