Website alerts for non-javascript enabled browsers

Hi, our website [url removed, login to view] requires some plug ins. I am not sure what these are but possibilities include java, javascript, flash and potentially others.

I know what some people don't have these installed so I need:

a) a solution for those users (hopefully you can tell me what the industry standard is on this, for example something like "You need XXXXXXX installed to view this website, click here to download ... or whatever)

b) the website should work and look similar in all browsers (I think it is mostly ok, but in my version of IE is doesn't look right for some reason) - this is actually a more important fix than (a)

c) the header bar at the top should be centered
