App to send Bluetooth Messages from PC/Server(repost)

I need an application using Bluetooth on a PC (with a Bluetooth dongle or multiple dongles) that searches for any other Bluetooth devices within range and sends them a message once. The message could contain images, animated gif, text, sound and maybe video. It would be preferable that it could connect with multiple devices at once, send the message to multiple devices at once, and discover new Bluetooth devices all at the same time. I don’t’ think that is possible though. If it’s not possible, it would need to send the message as fast as it can, go back to searching for the next device as fast as it can and once the next device is found, it stops searching and sends to that device. If a device does not except or does not respond within a given time (10 seconds or so), it goes to searching again, and so on. That’s the best I can think of to get the most out of it. The devices that took too long to respond can still receive the message if they are found again. They are moved to the back of the line. Devices that reject the message and the devices that except and receive the message will not get another message until the system is reset or until the message is changed. It continues searching and sending the same message until changed by us. It can also be set up on a schedule to change to a different message every so often (like every 8, 12, and or 24 hours). That’s about it. It would be best if it ran alone (without Windows) maybe booting off its own CD? I don’t know if that is even possible. I really don’t want to buy Windows xp for every computer that I run this application on! Its not many but just buying one more license is way too much for me! (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform On its own some how. I would rather not buy Windows for every computer I use this application on but I dont know if there is another option? If all else fails, Windows xp
