**Please note all bidders must provide prices for their bid to be considered.** **Overview:**The website project is to **redesign a corporate logo** and to **redesign an existing website** and replace it with a new one. No use of “flash?? is expected. The new website must look professional and load very fast. The new website will have **content management** capability so the client can have “non-techies?? enter and publish content to the website. It should be assumed **20-30 Html pages** of content will need to be entered (excluding material the client will upload through content management). A PDF Brochure will also need to be created and loaded. (The creation of the **brochure is not part of this web project**, but its access and loading is, and support is expected to help make it tie into the website design.) Examples of the type of content management functionality expected can be seen at [[login to view URL]][1]. "Article Manager" at Interactive Tools has a flat file html database that creates new html pages whenever changes to content are made ---instead of storing data in an active database. This lends itself to fast page uploads for content which changes rarely. The web designer selected must ensure that the basic requirements of the different file types etc. are covered and that the content management system is fitted into the overall website design. If you already have [login to view URL] experience and can provide the needed functionality it will be a BONUS, since a standard package can be used that does not need an active database-- which is preferred. The cost of $299 for the package may be excluded from the bid if it is used, the web designer must take responsibility to integrate it and test it out and ensure it meets the CMS needs. See attached word doc in zipped format for details. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). * * *This broadcast message was sent to all bidders on Friday Apr 21, 2006 3:33:54 PM: Have you looked at the flat file content management system at [login to view URL] ? Do you have the expertise to create the html templates to make it fit into the design required? Were you able to unzip the attached files? The requirement is for the web designer to redesign the logo and redesign the site and completely test and support the content management system until it is accepted---once accepted, we will use the same company for later changes and support. But assurance of the level of expertise is essential. How many people are in your group and what sort of turnaround can be expected? I need to know about more of your sites that include content management systems and databases. I am most interested in what you have done with flat file databases that do not require SQL etc, but use CGI and reside as files on the hard-drive. The website for my client will o nly be updated infrequently, so recreating html pages from the new content entered by the client and storing it in a file system instead of an active database makes it much faster and sturdy. * * *This broadcast message was sent to all bidders on Saturday Apr 29, 2006 11:58:07 AM: All Bidders: Some of you have not bid a price. Please note that this will automatically disqualify you from the review process which begins on May 4. Attached is a note identifying the method used to determine how a milstone is considered complete and the percentage bid payment that will be made at each milestone. There are some other comments on warrantee and support that will need to be met by the winning bidder. MILESTONES: The final agreed total project bid price must include 12 months of warrantee and include as needed email and IM technical support during the first year of actual operation. The total bid amount agreed for the project will paid on the basis of milestone completions shown below. Each payment release will be made on the successful completion and client approval of each milestone. A minimum of one calendar week must be provided for client review of each milestone. The expected milestone delivery schedule is shown as + “n?? weeks. This is the expected number of weeks for each milestone completion from project start. MILESTONE SCHEDULE Milestone 0 (Bidder Selected): The date of project bid acceptance, will be considered the “0?? base date for project completion. Milestone 1 (Basis design) + 2 weeks ($10%): Three Samples of logo and website (home and one Tier 2 page) look and feel will need to be provided as soon after the start of the project as feasible. The first milestone is considered complete when a final logo and website design look and feel (home page and Tier 2 page) is accepted, and html code of the approved design transmitted. Milestone 2 (Navigation and detailed layout) + 4 weeks ($10%): The accepted basic website page design will be converted into html page layouts, with top and side navigation links operational. These will include the home page, all Tier 2 (Main section) inner pages, all Tier 3 pages etc appropriately linked, as well as a sample of two admin page layouts. This will provide the client with a complete navigation and layout viewer experience, and a preview of the planned Admin backend navigation and layout. The content on all html pages will show as much "real content" as is provided by the client at this stage of the project and the rest will be "sample content" provided by you (especially those areas which will come from live content uploaded after the back end is operational). These html pages will show the client how the site will look and how it will navigate. The navigational and layout milestone will be considered complete upon approval of these pages by the client and the transmittal of the html code. Milestone 3: (Admin backend) + 6 weeks ($10%): A design document will be provided by the supplier with screen shots that show the functional back end to be provided to en ter “live?? data and to otherwise manage the content on the site. The Admin backend design milestone will be considered complete when the Admin design document has been approved by the client. (15%$) ---See Note A at end of this document for comments on back-end. Milestone 4 (Test procedures) + 8 weeks ($10%): Test procedures will be provided to test the two sides of the site: Front-End (User/Viewer) and Back-end (Admin). The Admin test procedure will be used to test the code and html templates etc provided by the bidder to make the back-end work as described in the design document. The User/Viewer test procedure will be used to show that the content entered through the back end is propagated to the website front-end and provides the user with all the functionality required on the “live?? data and consistent with the navigation and layout requirements. These test procedures must be approved by the client. Start Code: Approval of the test procedures will mark the end of the design phase and the official start of the “coding/implementation phase?? of the project. (Within 2 weeks of the completion of this milestone, the client will transmit all the “hard coded?? html content as well as the “live?? content needed to be entered and uploaded via the Admin back end prior to the site being tested. Milestone 5: (Testing) + 12 weeks (15%): Approval of this milestone will occur when the test procedures are used to demonstrate the full functioning of the site will the live data and html content provided by the client, and with a punch list that has been approved and accepted by the client. Any corrections to html “content?? and “live?? data to be uploaded that will make the site appropriate for going “live?? will be provided within 1 week of this milestone being approved. Milestone 6 (Punch list cleared and retest) + 14 weeks (15%) : The client will be informed as soon as all punch li st items are completed, html final corrections are uploaded etc. so that a retest can be performed. Once the retest has been approved, the site will go live. Milestone 7: (Site as been live for 4 weeks) + 18 weeks (30%): When the site has been live for 4 weeks without any further corrections having to be made (due to a bidder problem issues), the project will be ready for final approval. Approval of the project will conclude the project. Note A: Please look at [login to view URL] so you get a sense of the type of database driven back-end functionality that is expected and the level of content management desired. (The functions have already been described in the document attached to the bid.) Some of you have asked if the ability to edit ny html page on the site is required. Though the ability to edit a “hard coded?? html page without any html knowledge is desirable and will be seen as a plus, it is not essential. In any case, it may be assumed this sort of html editing is done by “super admin?? function performed by someone with some knowledge of the function of the whole site, and does not have to have the same level of “user friendliness??. This is not the case with the "Admin" users of the four or five functional departments. They will have no functional understanding of the website beyond inputting data into the site relevant to their department. They will need a “bullet proof?? and “user friendly?? interface customized to provide the needs of that specific application area and that fits into the overall design of the site. Examples of this can be seen at Job Manager and Listings Manager on the interactive tools site. For these areas (PR, Sales Catalog, Engineering Catalog, Job Opportunities etc.) we will need "fill in the blanks" boxes for content, drop down lists that allow selection of pre-specified categories, upload buttons that permit uploading of images and different file types from the client's PC to the website etc. ## Platform This is web project and must support 5.0 and above IE and Netscape and Firefox. The hosting will be done on a shared server hosted remotely and can be either Windows or Linux.
