Questions and Answers site

This is a site much like Google Answers and sites like that. Our users can ask our experts a question and then pay to get the answer. The site should be built with PHP and Mysql (work with latest versions)

**This is how it should work.

-A visitor comes to the site and sees a field where he can ask a question. He writes in his question and clicks submit.

-He is then taken to a page where he can fill in more information about his question and choose one of our experts to answer his question from a drop down list.

-Then he clicks submit and are taken to a page where he has to register or if he already is a member login.

-After that step he should be taken to their account to make a deposit to pay for the answer (via sms, or phone. I have a provider for this)

-The expert logs in and answers the question and are paid a portion of what the user paid for the question.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
