Cell Phone Tool

I am looking for a all-in-one tool which will allow the user to send files to their phone using sms. The program must allow a user to select a mp3 file from their computer and pick a 15 second segment from the song and convert it to a smaller file so that it can be used as a ringtone. It should function similar to the one found at [login to view URL] I like this ringjone ringtone creator however I want the output files to have a lower bitrate so that they are not so large. I also need the program to be able to edit and send images. I want the program to have an image editor similar to the one found at [login to view URL] If the image editor is not built into the all-in-one program then it can function just like the wappal one as a webpage. The tool should be able to send the files to a phone such as is found at: [login to view URL] or [login to view URL] I guess I should set upload limits however if someone wanted to use the program to get full songs onto their computer I would like for them to be able to do so. I have a shared server and could allow the files to be uploaded there as long ad I could be instructed how to set this up and also how to delete the files after 24-48 hours. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I would like this program to run on windows xp and vista. It would be great if it also worked on Mac but Im not too worried if it doesn't.
