Normally, website is not possible to develop exactly same as you have mentioned in your example for that kind of website development you need ffmpeg installed on your server for cutting the thumbnails of videos and it's not a simple task to cut the thumbnails on run time as well as video conversion is required from other format to flv to maintain the size of video on host if you doesn't need any thumbnails like in the example website and you want only few format then the cost of the website will be $550 with admin panel.
