Rating Site

Hi, looking for someone (or a company) to design and build a rating site for me, it has functionnalities: sorting (best to worst or vice versa users' ratings, names, subjects, only members can send messages to others, etc.) the site is built using php and mysql u must tell me how to update the files, linking to the other pages and other important information for hosting. more details in pmb. this is a long term contract... I will pay the selected provider additional 10$/month if I need you to update the site contents, like different language versions of the site, fixing site bugs, web site security, etc. Regards.
