implement shipping estimate and tweak to freight

1. Want customer to be able to estimate shipping from at least shopping cart prefer in context of pages as well if item in shopping cart. Prefer to use existing oscommerce module. 2. For freight, remove freight error text from shopper screen if freight rate is not applicable. Currently shopper gets freight rate error if product weight is below freight base weight. In these instances shopper receives fedex rate so shouldnt see error.
