Modernise wordpress theme files to current wordpress standards

I have had a wordpress theme built, but whilst the design is correct, its been done poorly.
Many plugins don't work, because modern wordpress standards have not been met.
It could be the jquery version, or just that js is not being called at the bottom of the page(probably)
I need.
a. The theme modified so its using modern standards. JS in the footer etc
b. The theme changed so the two plugins, slidedeck and mappress both work.
c. I need the wp-admin bar to show.
Immediate start, don't apply if you cant start and finish within 4 hrs.
I will not be paying a deposit. Its an emergency job, that i need done now. Too many times, i have paid a deposit, to someone who then didn't start till the next day. Payment on delivery within 4 hrs.
