iOS/Android Notification Server Setup

We need someone who can setup a iOS and Android notification server for us. We have a VPS and can sort all the hardware. Needs to work with multiple applications and both iOS and Android. It needs to work with multiple applications, eg, it can work with both App1 and App2 and if we need to provide certificates or similar then the admin area will ask. There will be an admin area where we can login and see the devices per app and edit/remove as necessary. Add new apps and send out notifications. The server needs to be able to receive via a POST or similar a NEW device (including device token/id(?), name, appid, device type, and 3 custom fields. There will also need to be a POST/API where we can post notifications out. For example we can send appid and device token/id and a message and it will go to the person. Or if we post no id then it will go to all the apps users. Some sort of basic security such as a API key will need to be activated per app. Please explain in your PM exactly how you will go about it. One who looks like they know it exactly will get the job today.
