App for handsets for watching file

I need an application for handsets, i assume it is J2ME

The idea is that users will download video recordings to their handsets, so they can watch it on their handsets (initially i think it is JAVA, but other are welcome)

Those recording should be watched using the J2ME application that you will be developing

I know the recording should be short (to make the size small), not sure how short depend on your recommentation?
