Mobile phone tracking software

Hi,

I received a spam from [tagandscan dot com][1] and would like to ask if my project is doable?

Is it possible to provide a rough location pin point of a person, holding onto a mobile phone?

It would be great for parents to "check up" on their kids' whereabouts or office bosses to see if their sales staff are indeed working or slacking at home.

What's required for somethign like this to work?

I know my city has searchable online maps and also we only have 3 mobile phone companies.
